SIGNAL OVERVIEW

Saudi Arabia is OPEC’s swing producer. When the Kingdom cuts production below capacity — as it did in 1999-2000, 2008-2009, 2016 Vienna, 2020 COVID, and 2023-present OPEC+ voluntary cuts — global crude supply tightens and WTI firms. This signal reads monthly JODI Saudi production versus capacity utilization, inverted so cuts read as a POSITIVE composite. Z-scored, tanh-bounded on the plus-or-minus one scale with moderate (0.2) and extreme (0.5) state thresholds. The regime table below shows per-state WTI forward returns on 22 years of JODI coverage.

LIVE CHART

What the chart is showing. The dark line in the top panel is the inverted Saudi capacity-utilization composite on a tanh-bounded plus-or-minus one scale — positive means Saudi cutting below capacity, negative means Saudi flooding. The bronze line in the middle panel is the NYMEX WTI Crude front-month in dollars per barrel. The bottom panel tracks the 252-day rolling information coefficient between the composite and WTI 60-day forward returns. Dashed horizontal lines mark the plus-or-minus 0.2 moderate and plus-or-minus 0.5 extreme thresholds.

WHY SAUDI MATTERS

Saudi Arabia produces roughly 10-11 million barrels per day on nameplate capacity of ~12.5 Mbbl/d, giving it 1-2 Mbbl/d of swing capacity — the largest in the world. OPEC supply policy is effectively Saudi policy. When Saudi utilization falls (Kingdom cutting), the global market faces supply tightening; when utilization is high (Kingdom flooding), supply is loose.

HOW TO POSITION

Clean monotone empirical pattern in the regime table. Saudi Cutting regime historically precedes WTI appreciation well above baseline over 60 days. Current composite is deep in Saudi Cutting territory consistent with the 2023-present OPEC+ voluntary cut regime.

WHAT THE CHART SHOWS

The composite sits at +0.991. Signal state is Opec Cutting Regime, 171 trading days running. See the regime table below for per-state baselines.

THE TAKEAWAY

What this means for you today

THE OPEC CALL

Composite +0.991, state Opec Cutting Regime, 171 trading days running. Current direction and per-state baselines are in the regime table below.

THE EMPIRICAL CONTEXT

The regime table shows a clean monotone pattern over 22 years of JODI data (2003+): Saudi Cutting regime forward-return baseline is multiple times the all-sample baseline, Neutral is near baseline, Saudi Flooding runs below. This is a naive-confirming signal — OPEC supply policy really does move crude.

THE HONEST CAVEAT

JODI is monthly with 1-2 month publication lag; the composite is not real-time. Headline OPEC announcements (meetings, voluntary cut extensions, surprise cuts) move markets days before the JODI data shows the capacity response. Pair with Baker Hughes rig signals and tanker-flow signals for faster-cadence confirmation.

The historical pattern

Five major Saudi cut regimes across 22 years of JODI coverage

Saudi Cutting
1999-03
Vienna OPEC Agreement — 2.1 Mbbl/d cut (pre-JODI window)
After the 1998 Asian-crisis crude crash to $10/bbl, OPEC + Mexico + Norway coordinated 2.1 Mbbl/d of cuts at the Vienna meeting. Saudi utilization dropped meaningfully. WTI tripled from $10 to $30 over the following 18 months. This episode predates the JODI window (starts 2003) but set the template for the modern OPEC supply-policy cycle.
1999 Vienna cut; WTI 10 to 30 dollars over 18 months (pre-sample).
Saudi Cutting
2008-12
GFC emergency cuts — 4.2 Mbbl/d
After the GFC crude collapse from $147 to $34, OPEC enacted the largest coordinated supply cut in history (4.2 Mbbl/d) at the December 2008 Oran meeting. Saudi utilization dropped sharply. WTI recovered to $80 within 18 months as the cut held.
December 2008 Oran cut; WTI recovered 34 to 80 dollars over 18 months.
Saudi Cutting
2016-11
Vienna 2.0 — 1.8 Mbbl/d cut ends the shale-price-war
After the 2014-2016 Saudi price war against US shale pushed WTI to $26, Saudi Arabia reversed course and anchored the November 2016 Vienna 2.0 cut (1.8 Mbbl/d). Saudi utilization dropped. WTI roughly doubled to $65 over the following 18 months.
November 2016 Vienna 2.0 cut; WTI 26 to 65 dollars over 18 months.
Saudi Cutting
2020-04
COVID emergency cut — 9.7 Mbbl/d
After the COVID demand collapse and the brief April 2020 negative WTI print, OPEC+ enacted the largest cut ever (9.7 Mbbl/d, more than 10% of global supply). Saudi utilization collapsed. WTI recovered from the sub-zero print to $40 by end of 2020 and $75 by late 2021.
April 2020 OPEC+ emergency cut; WTI recovered sub-zero to 40 dollars in 7 months.
Saudi Cutting
2023-04
OPEC+ voluntary cuts — 1.6 then 3.6 Mbbl/d
Starting April 2023 and extending through 2024-2026, Saudi Arabia and OPEC+ enacted a series of voluntary supplemental cuts totaling 3.6 Mbbl/d. Saudi utilization has held at multi-year lows. WTI has oscillated in the $70-$95 range — supported by cuts but capped by slowing Chinese demand growth and surging US/non-OPEC shale.
2023-present OPEC+ voluntary cuts; current signal reading reflects this regime.

Scroll inside the table for the full history. Forward 60-day WTI Crude is measured from each run’s start date; a reader cannot trade off a start-date they only identify in hindsight, so this is a transparency log, not an alpha claim. Asterisked (*) returns are partial. The run is less than 60 trading days old. The full 60-day comparable fills in as more data arrives.

What this measures

Saudi Arabia is OPEC’s swing producer and effectively sets the cartel’s supply discipline. When Saudi capacity utilization falls (cuts), OPEC crude supply tightens and WTI prices firm. The signal reads monthly JODI (Joint Organisations Data Initiative) Saudi crude production versus estimated capacity, z-scored and tanh-bounded on the plus-or-minus one scale. State thresholds plus-or-minus 0.2 (moderate) and plus-or-minus 0.5 (extreme). Inverted so LOW UTILIZATION (Saudi cutting) reads as a POSITIVE composite.

Why it matters

Why Saudi Arabia is the OPEC signal

Saudi Arabia produces roughly 10-11 Mbbl/d on a nameplate capacity of 12.5 Mbbl/d, giving it 1-2 Mbbl/d of swing capacity — the largest in the world by a wide margin. Other OPEC members (UAE, Iraq, Kuwait) have swing capacity in the 100-300 kbbl/d range. OPEC supply decisions are effectively Saudi decisions.

Why the pattern is clean

Unlike many commodity signals that run counter-naive, this one empirically confirms the intuition. When Saudi utilization falls, global supply tightens and WTI firms. When Saudi utilization is high (Kingdom flooding), supply loosens and WTI weakens. The 22-year JODI sample includes two major cut cycles (1999 Vienna, 2008 Oran, 2016 Vienna 2.0, 2020 COVID, 2023+ OPEC+) and multiple flooding periods (2014-2016 price war, 2018-2019 surge).

How to use this signal today

OPEC supply-policy anchor, but monthly cadence with publication lag. Use JODI-based signals for the regime read (this signal) and faster-cadence signals (Baker Hughes rigs, PortWatch tanker transits, OPEC headline-dates) for timing. The composite is deep in Saudi Cutting territory consistent with 2023-present OPEC+ voluntary cuts; a shift toward Neutral would signal cuts are being unwound.
